Foshan Shunde District Health Industry Promotion Association Officially Established

On April 13, 2024, the Foshan Shunde District Health Industry Promotion Association was officially established. Approximately 200 people attended the inaugural meeting, including Zeng Zhangkang, Deputy Secretary of the Party Leadership Group and Deputy Director of the Foshan Municipal Health Bureau; He Xiangwei, Deputy District Mayor of Shunde District; He Wenli, Vice Chairman of the Shunde District Committee of the Chinese People's Political Consultative Conference and Director of the Shunde District Health Bureau; representatives from member units of the special task force for the cultivation and development of the biomedical and health strategic pillar industry cluster (industry chain) in Shunde District; leaders and representatives from the association's council member units, supervisory units, and member units; and relevant experts and scholars. The meeting was presided over by Ding Hui, Deputy Director of the Shunde District Health Bureau.

The establishment of this association is a significant measure to promote the development of the biomedical and health industry in Shunde, marking a new stage of collaborative progress and win-win development for the industry.

Integrating Resources to Build an Innovation and Entrepreneurship Service Platform

The Foshan Shunde District Health Industry Promotion Association (hereinafter referred to as the “Association”) was established under the guidance of the Shunde District Health Bureau, spearheaded by Guangdong HeYou International Hospital Management Group Co., Ltd. (hereinafter referred to as “HeYou International Hospital Group”). The Association's first batch of member units totals 128, including medical institutions, pharmaceutical and medical device manufacturing and sales companies, R&D institutions, and management service providers.

The establishment of the Association aims to adhere to market orientation, with enterprises as the mainstay, fully leveraging the decisive role of the market in resource allocation. By forming the Association, it seeks to integrate upstream and downstream resources of the industry chain, consolidate the innovative strength of the entire industry chain, solve various problems in industrial development, reduce the cost of industrial innovation, and enhance the efficiency of industrial innovation. At the same time, it aims to optimize the allocation of clinical medical resources, financial resources, technological resources, human resources, production resources, and policy resources to enhance the capacity for innovation-driven development.

Speech by Liu Xiaofang, President of HeYou International Hospital Group

    Liu Xiaofang, President of HeYou International Hospital Group and representative of the Association's chairperson unit, stated that as a key provincial and municipal construction project, HeYou Hospital and HeYou Zhizhen Hospital, under the Group, will officially commence operations on June 28, allowing the public to access high-quality medical services close to home. HeYou International Hospital Group will use the Association as a bridge to strengthen core competitiveness, foster new productive forces, and support the Association in establishing foundational platforms for exchange, cooperation, innovative research, and achievement transformation to promote the development of the health industry. This will facilitate the joint creation of a complete “production, education, research, and application” industry chain by medical enterprises and promote the clustering and upgrading of the district's health industry.

Building a Distinctive Shunde Biomedical and Health Full Industry Chain

It is understood that Shunde District currently has 42 enterprises above designated size in the biomedical and health industry, with an operating revenue of RMB 9.139 billion in 2023 and an output value of RMB 6.765 billion, representing year-on-year growth of 9.57% and 5.77%, respectively. The biomedical and health industry sector includes 80 high-tech enterprises and over 1,000 medical institutions, forming an industrial structure primarily focused on pharmaceutical manufacturing and medical device manufacturing, with coordinated development in biotechnology R&D.

He Xiangwei, Deputy District Mayor of Shunde District, pointed out that the establishment of the Association not only builds a bridge for communication and exchange among biomedical enterprises but also creates a mutually beneficial resource aggregation platform. Through the formation of the Association, it can assist in optimizing the allocation of various resource elements such as finance, technology, human resources, production, and policies, thereby enhancing the capacity for innovation-driven development. It can provide comprehensive services for the innovative development of member units, improving the capability and level of medical-engineering integration and the transformation of scientific and technological achievements. It can also coordinate state-owned capital, banks, funds, and enterprises to facilitate precise matchmaking for corporate financing, promoting deep integration between industry and finance. Furthermore, it can leverage the leading and driving role of flagship enterprises, fully integrate upstream and downstream resources, build a complete industry chain, and achieve industrial clustering and upgrading.

Deputy District Mayor He Xiangwei emphasized that the Association should adhere to the principle of “government guidance, enterprise leadership, multi-party participation, cooperation and mutual assistance, industry self-discipline, and common development.” It should provide consulting for industrial development, promote beneficial enterprise policies, coordinate corporate cooperation, facilitate investment attraction, and make positive contributions to the growth of the biomedical industry.

Supporting the Creation of Foshan's Health Industry Innovation Hub

The inaugural meeting elected the leaders and members of the first council of the Foshan Shunde District Health Industry Promotion Association, including the President, Vice Presidents, Secretary-General, Supervisory Board Chairperson, Council Members, and Supervisors. Zheng Qijin, Vice President of HeYou International Hospital Group, was elected as the first President, and He Wenli, Vice Chairman of the Shunde District Committee of the Chinese People's Political Consultative Conference and Director of the Shunde District Health Bureau, presented the plaque to him.

As the newly appointed President, Zheng Qijin stated that he would bear in mind the Association's development purpose, abide by its “Charter,” and work wholeheartedly with the Council and all members to promote the development of the Association and the health industry in Shunde District. Under the leadership of the District Committee and District Government, and with the guidance of the District Health Bureau, the Association will accelerate the gathering of momentum, consolidate the foundation for development, build an innovative service platform, adhere to standardized management, and work together to promote the high-quality development of the health industry.

During the inaugural meeting, cooperation agreements were signed between HeYou Hospital, Shunde Hospital of Guangzhou University of Chinese Medicine, Shunde Women's and Children's Hospital of Guangdong Medical University, Guangdong Otsuka Pharmaceutical Co., Ltd., Guangdong Xinhai Medical Testing Laboratory Co., Ltd., Guangdong Duodui Duo IoT Group Co., Ltd., Guangzhou Nanxue Medical Equipment Co., Ltd., and Guangdong Tongrun Kangyang Nursing Home Co., Ltd. These agreements covered areas such as the collaborative development of new minimally invasive treatment technology projects for cerebral hemorrhage in neurosurgery, digital health management medical services, digital health industry cooperation, digital health and elderly care smart centers, co-building medical-enterprise integration platforms, co-establishing the Foshan Traditional Chinese Medicine New Formulation Transformation Engineering Technology Research Center, and co-building the “Shunde Hospital of Guangzhou University of Chinese Medicine Precision Medicine Research and Testing Center.” The aim is to leverage the platform role of the industry association to promote the rapid development of the health industry in Shunde District and the entire Foshan area.

    During the expert keynote report session, Professor Yu Xinguang, Director of the Neuroscience Center at HeYou Hospital, delivered a report titled “Reflections and Practices on the Industrial Transformation of Neuroscience Technology.” Lan Hai, President of Shunde Hospital of Guangzhou University of Chinese Medicine, presented a report on “Achievements in Scientific Research Innovation and Exchange Cooperation in the Guangdong-Hong Kong-Macao Greater Bay Area.” Vice President Lai Zhengfu of Guangdong Duodui Duo IoT Group Co., Ltd., along with representatives from Foshan Guangyao Fengkang Pharmaceutical Company and Guangdong Otsuka Pharmaceutical Co., Ltd., shared insights on topics such as “Shunde's Major Opportunities in the Digital and Intelligent Integration of the Biomedical and Health Industry,” “Overall Solutions for SPD Digital Intelligent Management of Hospital Medical Supplies,” and “Introduction to the CDMO Medical-Engineering Transformation Platform.” Experts engaged in in-depth exchanges and offered suggestions on the development of the biomedical and health industry.
